Stand and watch from a street corner the great number of pedestrians violating traffic laws and ordinances.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Observe how PUJs and other drivers conduct themselves as they go about earning a living. They think they own the streets as they park anywhere and even use any available area to urinate or throw away their trash.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">This alone tells us that Pinoys lack self-discipline and the nation suffers.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">On the subject of the Reserve Officers Training Corps, many pros and cons have been aired publicly about the suggestion that ROTC should be re-installed as mandatory in college.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">If I heard it correctly, VP Sara Duterte, in her capacity as Dep-Ed Secretary has suggested that it be re-instituted as mandatory before someone graduates from college. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">May I proudly state here that I went through a two-year ROTC course in my collegiate days at an era when wearing long hair was the trend in part due to the Beatle-mania influence.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">ROTC officers usually bring scissors and indiscriminately cut a large portion of the scalp area of a cadet sporting a Beatle-like hair to ensure that - next time around - the fellow would be sporting a white-side wall, short cropped hairdo. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">As a college freshman in the mid-sixties, I was one of the many young cadets then who sported long Beatle-like hairdo and got collared by our ROTC superiors when we tried to make a quiet “escape.” Hehehe.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Singapore, South Korea, Taiwan and Israel are four of the countries I know that have made it a patriotic duty for all their young citizens to undergo military training.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In case anything happens beyond human control, they can - in a jiffy - harness reserve manpower resources. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Even North Korea requires it because they need more ready and able bodied young soldiers to replace the old ones who are on the verge of retirement. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In our case, we cannot hope to build a strong nation and a strong republic if the people - the citizens - are not consciously aware that national discipline strengthens a people’s resolve to stay resilient amidst the worrisome global developments.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">ROTC-trained citizens can assist LGUs while waiting for assistance from the national agencies during extensive disasters and natural calamities due to typhoons, earthquakes, floods, disease epidemic, etc.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Regardless of the negatives that some sectors are hurling against the re-institution of ROTC, these cannot refute the truth that Pinoys do lack a genuine sense of self-discipline necessary to propel us forward to national progress and national unity.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">If there is none yet, the legislation of a new ROTC law is ideally required so that the loopholes and sad experiences of the past can be addressed properly.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">If lawmakers find ROTC appropriately implementable during the senior high school years of a student instead of in college, so be it.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Parents should laud VP Sara for strongly re-introducing this important citizen military training because complacency is a bad habit that has disabled - to a certain degree - some of our traditional Christian values.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Young Pinoys - the millenials - are so engulfed with their IT gadgets that they are being led to believe that they cannot live without them.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">This easy and comfortable mentality starkly describes the state of affairs that make it difficult to achieve the goals of nation-building.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">There is nothing easy in this material world - in this planet where only the fittest survive.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">ROTC, in the final analysis, kills inertia and creates a positive citizens movement to achieve unity and national discipline.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; Ronaldo P. Salvado to return to complainant Roger D. Asuncion the amount of P420,000, with interest at the legal rate of 6% per annum, he received from complainant for the decision/decree on annulment which he promised to deliver. Salvado’s disbarment from the practice of law is effective immediately. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In 2013, Roger sought the legal services of Salvado to annul the marriage of his mother. Roger, representing his mother Feliza Asuncion Ferrari, initially agreed to pay Salvado P700,000 in exchange for certain legal documents which would show that her previous marriage to one Julio Asuncion in 1983 had already been dissolved and that she had no existing marriage at the time she contracted a second marriage in 1988. Salvado charged P70,000 as acceptance fee and, later, received various amounts totaling to P420,000, as evidenced by receipts he issued to Roger. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Complainant averred that Salvado guaranteed a favorable judgment in two months and submitted screenshots of their text messages to show that the P700,000 legal fees included payment to Salvado’s connections for the promulgation of the said judgment. Salvado’s deal with his connections purportedly fell through when Roger failed to pay the amount in full. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Salvado did not deny the contents of these text messages nor the substantial factual allegations made by Roger as to their agreement, which led the Court to conclude that he impliedly admitted that he promised to deliver a favorable judgment annulling the marriage of Feliza with Julio through his connections within two months. The Court noted this conclusion is further bolstered by Salvado’s statement in his motion for reconsideration that the legal document he agreed to deliver to Roger is a decree/decision of annulment of the marriage. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The Court held that Salvado was aware from the start that a judgment would not be promulgated in a matter of two months from the filing of a petition for annulment; yet he agreed to deliver an antedated judgment on an annulment proceeding, which can only be procured through illegal means. The Court further held that the offense was consummated when Salvado accepted an engagement which would entail the commission of an act contrary to law, adding that his offense was further compounded by his failure to return the amount paid to him by his client when their agreement did not materialize.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The Court likewise noted that Salvado had already been sanctioned in previous disbarment cases. In Aca v. Salvado, the Court found him guilty of violating Rule 1.01, Canon 1 and Rule 7.03 of the CPR and suspended him from the practice of law for two years for issuing worthless checks in violation of BP 22. In Ereñeta v. Salvado, he was found guilty of violating Canons 17 and 18 of the CPR, and was suspended from the practice of law for two years, with a stern warning that a repetition of the same or similar acts shall give cause for his disbarment. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The Court lamented that Salvado lacks good moral character and is unworthy of being a member of the legal profession considering his previous violations of the CPR and the Lawyer’s Oath in Aca, Ereñeta, and the present case. font-size: large;">Norlito Eneran, Director for Legal Affairs Services of the DENR-Central Office has directed the Regional Executive Director of DENR- CALABARZON regional office, to act on the pending petition for the cancellation of Survey Plan and Cancellation of the Application of Free patents in the name of Lualhati Kintanar and Maharlika Kintanar docketed as DENR Case No. 1V-6480 and DENR Case No. IV-6633.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The protestants include the heirs of Roman Samonte, Lutgardo Pagalunan, Rogelio Ilagan and Edgardo Asuncion and Yolanda Asuncion had earlier asked OIC-DENR Secretary Jim sampulna to act on the pending resolution of the case before the Legal Division of the DENR-CALABARZON Regional Office. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The protestants sought the help of Sampulna after the Legal Division of DENR-CALABARZON regional office failed to resolve the aforementioned case after it was remanded to the latter by DENR-CALABARZON Regional Executive Director Nilo Tamoria on May 21, 2021. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The protestants led by Alfredo Samonte went to DENR Central Office last January and sought the help of the DENR official to expedite the resolution of the case.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The case stemmed from the disputed property containing some 20 hectares of agricultural land in Barangay Tandang Kutyo, Tanay, Rizal which had been the subject litigation since 1953.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The property was originally claimed by then Municipal Trial Court Judge Esteban Garcia who applied for Homestead Patent with the Bureau of Lands despite the opposition of the protestants who were the actual occupants in the area.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The heirs of Esteban Garcia later sold the property to Roman Kintanar on April 7, 1984 without taking into consideration to diligently conduct ocular inspection on the property to determine if there are occupants and adverse claimants.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">Inspite of the pending resolution of the disputed property, Kintanar was able secure a subdivision survey for the land which was approved by the DENR in 2003 for the application of Free Patents.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In 2004, Kintanar withdrew the application for Free Patents after he brought the case before the Regional Trial Court Branch 78 in Morong, Rizal where he filed an Application for Judicial Confirmation and Registration for the disputed property.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In 2015, the court granted the withdrawal of the Application for Judicial Confirmation upon the motion filed by Kintanar. </span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The court even cited the forum shopping strategy of Kintanar to secure procedural advantage in their claims over the contested property.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">In 2016, Kintanar applied for Public Land Survey on the property which was approved by Engr. Gen. Juvymax Uy, 6ID commander and concurrent head of the Army-led Joint Task Force Central (JTFC), during the graduation activity.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The group belonged to CAA-I Basic Military Training Classes 90-100 2021 and are considered as “Army force multipliers.”</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">“Remember you are not only CAFGUs but you will play vital roles to achieve the vision-mission of JTFC that is to achieve peace in this part of Mindanao,” Santos added.</span></p><p style="text-align: justify;"><span style="font-family: helvetica; font-size: large;">The new CAAs will be deployed to the different communities in Central Mindanao and will complement the 6ID peace advocacy campaign.
