STRENGTHENING  THE  IMPLEMENTATION  OF  THE  MODIFIED  ENHANCED COMMUNITY  QUARANTINE  THEREBY  IMPOSING  A  “TIGHTENED  BORDER LOCKDOWN”  AND  THE  IMPOSITION  OF  ADDITIONAL  CONTROL MEASURES AGAINST THE SPREAD OF COVID-19

Whereas, pursuant to the proclamations  and declarations of the President of the Republic  of  the  Philippines,  H.E.  Rodrigo  Roa  Duterte  relative  to  the  serious  health crisis  posed  by  COVID-19,  Executive  Order  No.  10  was  issued  declaring  enhanced community quarantine (modified) in the Province of Sarangani;

Whereas,  pursuant  to  the  extension  of  Enhanced  Community  Quarantine  in  Luzon  to April 30, 2020, the Regional Disaster and Peace and Order Councils in Region XII jointly agreed to adopt the same for the region; Whereas,  after  a  consultative  meeting  with  the  local  chief  executives  of  the  7 municipalities  of  the  Province,  it  was  jointly  resolved  that  there  is  a  need  to  further strengthen  the  implementation  of  the  Modified  Enhanced  Community  Quarantine  in the  Province  of  Sarangani  to  combat  the  imminent  threat  of  the  Coronavirus considering that there is already a confirmed COVID-19 positive case in the nearby city of  General  Santos  and  in  neighboring  areas  leaving  Sarangani  Province  the  only province as of the moment that remains to have no recorded case in Region 12.

NOW, THEREFORE, I, STEVE CHIONGBIAN SOLON, Governor of Sarangani Province, by the powers vested in me by law, do hereby order the following:

SECTION 1. ADDITIONAL GUIDELINES
1.  There shall be a tightened  border lockdown to be enforced in each of the seven (7)  municipalities  of  Sarangani  Province  to  start  effective  immediately  until April 19, 2020 unless extended to wit:

a.  Stringent travel restrictions shall  be implemented by the MLGUs  (the policies of  the  municipal  mayors  shall  apply  without  prejudice  to  the  provincial imposition)  allowing  only  those  travelling  for  essential  (EMPHASIZING HEREWITH  HEALTHWORKERS,  FOOD  SUPPLY  AND  OTHER LIFELINES)  AND EMERGENCY PURPOSES as espoused in Sections 1 and 5 of Executive  Order No. 10, Series of 2020. On the other hand, the  regional lockdown  as  extended  by  the  Regional  Inter-agency  Task  Force  on Infectious  Emerging  Diseases  shall  continue  to  be  enforced  taking  into account, however, the strict quarantine policies;

b.  Only  health  workers  and  employees  of  the  Capitol/MLGUs/NGAs  (national government agencies)  with essential office functions (identified by  the Local Chief Executives, Agency heads and Department  heads), including personnel(with proper documentation)  belonging to essential private companies, living outside  Sarangani  are  allowed  to  report  to  their  respective  offices  in  the Province.

c.  During curfew hours, only health workers and  other  essential workers of the government operating 24/7 are allowed to pass. However, the “No ID and Novalid Travel Pass-No Entry” policy shall be strictly imposed.

d.  The  tightened  border  lockdown  shall  include  transportation  traversing Sarangani Bay and Celebes Sea. The Philippine Coast Guard, Philippine Navy and PNP Maritime  Group will partner with  the  LGUs in  sea monitoring  and implementation of laws and policies . They are also  tasked to limit the number
of crew onboard fishing boats to observe physical distancing;

2.  WEARING  OF  FACE  MASK  is  mandatory  when  going  out  of  homes  for essential purposes. Due to limited supply in surgical and N95 masks, households are  encouraged  to  make  improvised  masks  zither  made  of  cotton,  polyester  or water-proof breathable fabric. All persons in authority or their  agents  including the  Barangay  Councils  shall  call  the  attention  and  not  allow  anybody  to  go around without wearing  a  face mask. In the same way, all checkpoints shall not allow  passage  of  any  person  without  face  mask.  LGUs  are  enjoined  to  pass ordinances giving sanctions for non-compliance;

3.  Barangay Isolation Units  shall be established  reiterating  stipulation in Section IV of  EO No. 6 series 2020 of this Province and guidelines provided for by the DILG. In identifying areas in the barangay for isolation unit, the use of school as temporary quarantine or isolation facility  of last resort has been approved by the Department of Education pursuant to DepEd Office Memorandum 2020-003;

4.  Mandatory  quarantine  of  identified  PUMs  and  PUIs  shall  be  STRICTLY observed.  Executive Order No.  6 series of 2020 of this Province defines PUM  as any  person without symptoms who has recent travel history to any place with confirmed  cases  of  COVID-19  while  PUIs  are  those  persons  who  have  recent travel history to places with confirmed COVID-19 cases and are showing flu-like symptoms.  Nearby  LGUs  with  confirmed  cases  already  are:  South  Cotabato, North  Cotabato,  Sultan  Kudarat,  Cotabato  City,  Davao  Region  and  General Santos City.

Quarantine procedures should be as follows:

A.  For PUM:
a.  PUMs must be quarantined for 14 days in any isolation unit within the barangay/municipality;
b.  There  must  be  one  PUM  per room.  If  not  feasible,  beds should  be  at least 8 feet apart;
c.  Food  and  other  basic  needs  may  be  provided  by  MLGU/BLGU (municipal/barangay local government units);
d.  After  14  days,  the  Municipal  Health  Officer  discharges  PUM  free  of signs and symptoms and issues Medical Clearance.

B.  For Mild PUI:
a.  PUI  with  mild  symptoms  must  be  transported  by  the  MLGU  to Sarangani Provincial PUI Facility;
b.  If Sarangani PUI Facility  is full, the  PUI  without co-morbidities (<60-years  old, non-hypertensive, non-diabetic, etc.),  as determined by  the Municipal  Health  Officer  should  be  quarantined  in  the  MLGU  or BLGU  isolation  unit.  Municipal  Health  Office  through  the  Provincial Health  Office  shall  arrange  and  schedule  immediately  the Nasopharyngeal  or  Oropharyngeal  swabbing  in  the  province-run hospitals as OPD,  accompanies the PUI for swabbing,  and sends back the PUI to the identified MLGU or BLGU isolation unit;
c.  Quarantine is extended until 21 days;
d.  MHO  discharges  PUIs  after  21  days  of  no  signs  and  symptoms  and issues  a  Medical Clearance. Anti-Body Test Kits  (when available)  shall be used as one of the screening tools before discharging the PUI.

C.  For Moderate to Severe PUI:
a.  PUI with moderate to severe symptoms should be referred  to Level 2 or  Level  3  hospital  through  the  coordination  of  MHO,  PHO  and PSWDO  (Provincial Social Welfare and Development Office). For any identified  PUI  during  consultation  in  any  province-run  hospitals, the hospital shall facilitate the transfer to a higher facility.
5.  Except  for  those  mentioned  in  Section  1  of  this  Order,  all  other  individuals coming from General Santos City  and nearby places  and  have stayed therein for  24  hours  (usually  those  working  in  the  city)  since  March  27  shall  be considered  as  PUM  and  must  be  quarantined  until  April  13,  2020.   Medical certificate shall be issued pursuant to Section 1.5 of this Order;
6.  Each  MLGU  shall  assign  a  day  in  the  week  for  a  community  clean-up/disinfection  drive  adopting  the  DOH  recommended  method  of  disinfection (essential workers clean their offices and spaces; stay -at-home people clean their homes) and this day will be known as “STOP THE VIRUS DAY”
7.  All  MLGUs  in  coordination  with  their  barangay  counterparts  are  directed  to enforce measures  to fully implement the intent of this Executive Order  on the imposition of a tightened  border lockdown; the continued implementation of  the stay-at-home policy; 2-meter  physical distancing when out of the home;  proper hand washing/hand sanitation and wearing of mask when out in public;
8.  MLGUs and BLGUs are enjoined  to monitor social media  and  to report to PNP Anti-Cybercrime  Unit  residents  who  deliberately  spread  fake  news  and  false  information that cause unnecessary panic  and may endanger the public;

SECTION  2.  REPEALING  CLAUSE.  All  orders,  issuances  and  memoranda  issued inconsistent herewith are deemed superseded, cancelled or revoked.

SECTION 3. SEPARABILITY CLAUSE. If any provision or part thereof is held invalid, the remainder not otherwise affected shall remain in full force.

SECTION  4.  EFFECTIVITY.  This  Order  shall  take  effect  immediately  and  remain  in full  force  until  the  national  authorities  issue  directive  as  basis  for  suspension  or extension of this Order.
